After Spring Festival in 2015, why can't  ceramic plants start operation as early as before? Here Mr.CTW is gonna take Enping as an example to show the reason.

In Enping, a major tile production base in Guangdong Province, most of the tile production lines were forced to shut down due to not obtaining Environmental Impact Assessment(EIA) approval in the end of 2014. 54 lines from 14 companies in Shahu town and 20 lines from 5 companies in Hengbei town were involved. For this reason, less than 3/10 production lines can come into operation again after the Spring Festival.

In order to supervise companies without Environmental Impact Assessment (EIA) approval, Enping Environmental Protection Agency issued more strict documents, stating that plants can’t start operation not passing EIA.

According to the official website, 20 lines in Hengbei town haven’t got EIA. However, another 4 lines turning to use natural gas were assessed and are expected to be approved.

In Shahu town, 54 out of 79 production lines failed EIA, and only 25 lines passed EIA. Another 6 lines using natural gas have also passed EIA. In total, only 35 lines in Enping can produce tiles legitimately.

Besides labor shortage, Environmental Impact Assessment are the major cause of delayed start for ceramic plants.
